Indeed VET system governance can act on the participation of disadvantaged groups of people in education, training, skills development. One way is to involve at an early stage those groups or their representatives in the design of dedicated policies, measures, and programmes.
Is the GIVE project promoting this approach, or other governance mechanisms to facilitate inclusion?
