On 22 June 2026, the European Training Foundation (ETF) and the Vocational Training Corporation (VTC) of Jordan organised an information webinar to present the outcomes of their cooperation on vocational excellence and Centres of Vocational Excellence (CoVEs). The event brought together around 50 participants from VTC, VET providers and ETF experts.
The webinar marked an important step in the ongoing partnership between ETF and VTC, launched in 2024 to support the development of CoVEs in Jordan. This cooperation aims to strengthen the role of vocational education and training in responding to labour market needs and supporting national development priorities.
Jordan’s VTC network includes 30 Vocational Training Institutes that play a key role in delivering skills and improving employability. To address emerging challenges—such as digital and green transitions—the cooperation has introduced a broader approach to vocational excellence, focusing on areas including teaching and learning, work-based learning, governance, inclusion, and internationalisation.
The ETF & VTC steered a working process based on producing an analytical framework to support benchmarking and monitoring development and progresses on above dimensions (by using 114 indicators for self-assessment), piloted in 6 VTIs selected by VTC, providing initial insights to inform future development.
The webinar provided an opportunity to present the methodology, share results and discuss key recommendations. Participants reflected on how to scale up the approach and strengthen stakeholder engagement in the next phase of cooperation.
The ETF–VTC partnership is laying the foundations for a more structured, evidence-based approach to vocational excellence in Jordan. It contributes to the development of a TVET system that is more responsive, inclusive and aligned with labour market needs, supporting the gradual transformation of vocational training institutes into Centres of Vocational Excellence.
ETF and VTC Jordan are advancing the development of Centres of Vocational Excellence through joint frameworks, pilot initiatives and policy dialogue to strengthen the national TVET system.
