GLAD TOOLKIT to implement governance based on a partnership approach

Explore selected GLAD resources/tools/reports that support quality lifelong learning to inclusive HCD policies into practice.

• VET Governance Toolkit -  tools to spark debates and initiate strategic conversations at country level. These tools envisage the participation of all relevant actors in agreeing on common actions and sharing responsibilities with a view to better functioning lifelong-oriented VET and skills systems. The Toolkit is designed to help partner countries implement their own reform agenda by tackling the systemic level.

• VET GOVERNANCE INVENTORY 4.0: KEY TOOL FOR SELF-ASSESSING GOVERNANCE AND FINANCING ARRANGEMENTS IN ETF PARTNER COUNTRIES 
• - a key tool developed by the ETF to support non-EU countries in assessing  governance and financing arrangements. The modernisation of VET in ETF partner countries most often requires far-reaching comprehensive change to the system of VET governance at the national, regional, local and sectoral level. The development of multilevel governance is the key enabler of alignment between VET services and the needs of the economy and society. 

• GEMM Governance for Employability in the Mediterranean: Compendium of Pilot Projects  - a cross-country report summarising the achievements of and lessons learned in the Governance for Employability in the Mediterranean project conducted in nine partner countries.

• Assessing governance and financing of vocational education strategies: A methodology - to assess the governance and financing of vocational education strategies.
• A guide to the ETF Financing Prism: A tool for policy dialogue on financing vocational education and training - a tool for policy and social dialogue on vocational education financing offering a geometric and a conceptual framework for modelling critical questions relating to funding and financing schemes.
• Governance arrangements for vocational education and training in ETF partner countries: Analytical overview 2012–17 - a tool to help modernise vocational education country systems, it takes stock of trends and progress in vocational education governance mechanisms in 23 countries of Central Asia, Eastern Europe, South Eastern Europe and Turkey, and the Southern and Eastern Mediterranean.
• Good Multilevel Governance for Effective Vocational Education and Training (VET): Policies and Systems - the paper aims at reinforcing anticipatory, inclusive and good multilevel governance, through improved education and business cooperation and enhanced social dialogue. 
• Centres of vocational excellence: Autonomy in forging public-private partnerships in vocational education and skills development - selected case studies in six ETF partner countries (Azerbaijan, Georgia, Israel, Morocco, Tunisia and Turkey) and two EU Member States (Finland and the Netherlands), the study provides insights into CoVE developmental processes and practices in PPPs and shows emerging trends that can inform vocational education policy development more widely.
• Public–private partnerships for skills development: A governance perspective – Volume II. Case studies - a comparative and evidence-based study of the types, modalities, potential and challenges of state and private-sector joint and co-financed engagements in the field of vocational education and training (VET). This research is timely in the context of a renewed focus on social partnership and public‒private partnerships (PPPs) in the European Skills Agenda and VET Recommendation of 2020, in the United Nations’ 2030 Agenda for Sustainable Development, and in the light of new challenges rising from the effects of the Covid-19 pandemic. 
• Education, skills and employment: Trends and developments 2024 - an ETF cross-country monitoring report 2024, which collects comprehensive evidence on trends and developments in employment, education, and training in its partner countries.
