VET Governance Toolkit - tools to spark debates and initiate strategic conversations at country level. These tools envisage the participation of all relevant actors in agreeing on common actions and sharing responsibilities with a view to better functioning lifelong-oriented VET and skills systems. The Toolkit is designed to help partner countries implement their own reform agenda by tackling the systemic level.

- VET GOVERNANCE INVENTORY 4.0: KEY TOOL FOR SELF-ASSESSING GOVERNANCE AND FINANCING ARRANGEMENTS IN ETF PARTNER COUNTRIES
- - a key tool developed by the ETF to support non-EU countries in assessing governance and financing arrangements. The modernisation of VET in ETF partner countries most often requires far-reaching comprehensive change to the system of VET governance at the national, regional, local and sectoral level. The development of multilevel governance is the key enabler of alignment between VET services and the needs of the economy and society.

- Governance arrangements for vocational education and training in ETF partner countries: Analytical overview 2012–17 - a tool to help modernise vocational education country systems, it takes stock of trends and progress in vocational education governance mechanisms in 23 countries of Central Asia, Eastern Europe, South Eastern Europe and Turkey, and the Southern and Eastern Mediterranean.

This research is timely in the context of a renewed focus on social partnership and public‒private partnerships (PPPs) in the European Skills Agenda and VET Recommendation of 2020, in the United Nations’ 2030 Agenda for Sustainable Development, and in the light of new challenges rising from the effects of the Covid-19 pandemic.
