GEMM Governance for Employability in the Mediterranean: Compendium of Pilot Projects

 A cross-country report summarising the achievements of and lessons learned in the Governance for Employability in the Mediterranean project (GEMM, 2013-2016), as conducted in nine partner countries.

Short description:  

The goal of the GEMM project was to enhance the multilevel governance of VET policies and systems in ETF partner countries. The project was designed around three axes:

  • mapping and analysis of current VET governance systems;
  • capacity building for national and local stakeholders involved in multilevel governance;
  • country-specific small action-oriented pilot projects addressing the quality and relevance of VET at the sub-national level.

This report mainly looks at the lessons learned from the pilot projects, which were inextricably linked to capacity-building issues. Many of the problems encountered were rooted in a lack of capacity, and much of the progress made was a direct consequence of either improved dialogue or capacity building. The pilot projects underlined the importance of:

  • political support
  • formalised agreements involving local providers, social partners and VET actors throughout the hierarchy and in local government;
  • all partners having clear, realistic and relevant expectations, roles and targets;
  • demonstrating patience in developing partnerships and building trust;
  • developing partnerships simultaneously at the local and national levels;
  • capacity building.

The experience in running the pilots revealed challenges related to achieving appropriate levels of autonomy at the VET provider level and dealing with gender inequalities.

The report illustrates these lessons in more detail based on the summary reports of the pilot projects undertaken in the nine partner countries of the Southern and Eastern Mediterranean, namely: Morocco, Algeria, Tunisia, Egypt, Jordan, Occupied Palestinian Territories, Lebanon, Libya and Israel.
