The concept of ‘resilience’ is increasingly being used as guiding principle in policy statements and policy letters, in the light of ongoing challenges for countries in the field of education, social policies and the current digital and energy transformation. In the previous chapter, the concept of resilience has been presented in a functional approach: how do social systems function and adapt when certain external shocks occur?
In 2022-2023, ETF has carried out a preliminary study on the resilience of education, training, skills development and support to employment systems, hereafter human capital development (HCD) systems. The study addressed the following questions:
- Which key features characterise resilience of HCD systems?
- How can the governance of HCD systems help in preparing for and reacting to shocks?
- What should HCD systems do to ensure service continuity, especially for those most exposed to the risk of being left behind?
- What guidance can be proposed to HCD policy makers?
The study findings have been discussed with European and International researchers and practitioners, with concrete examples on resilience in education and labour market in Lebanon, Moldova, Palestine and Serbia.
The final paper is being completed and will be available by End 2023.
