ETF Position Paper. Good Multilevel Governance for Effective Vocational Education and Training (VET): Policies and Systems

Position paper on the role of good multilevel VET governance for effective VET provision, developed in response to a request from ETF partner countries.

This report is a response to a request from ETF partner countries to help them reinforce ‘anticipatory, inclusive and good multilevel governance, through improved education and business cooperation and enhanced social dialogue’. It is the result of a consultation process that was launched by the ETF Community of Practice on Governance, Partnerships and Regional Development, bringing together the ETF and international experts.

Building on ETF experience in the partner countries, as well as on key international debates and practice in the EU and beyond, the report is a statement of knowledge and practice. It was written for expert communities, as well as for policy makers and other key actors from the ETF’s partner countries with an interest in vocational education and training governance.

  • Part 1 presents the key ideas and concepts related to governance in general and VET governance in particular.
  • Part 2 provides an overview of international practice and changes in governance related to education and training, both in the world and in the EU.
  • Part 3 summarises the main governance challenges faced by ETF partner countries.
  • Part 4 outlines the ETF approach to the governance of VET systems.
  • Part 5 refers to the ETF’s operational approaches to assisting partner countries in developing more effective governance of VET policies and systems.
