The ETF’s GLAD - the Governance, Learning, Actions and Dialogues Network - inspires the governance of vocational education and training, skills development and lifelong learning in ETF partner countries.
GLAD is committed to the exchange of practice - both established and experimental - to create knowledge and to implement governance based on a partnership approach. The network is open to all ETF partner countries, to all stakeholders interested in participatory governance in human capital development (HCD).

What can GLAD do for you?
GLAD blends lessons and policy learning, multi-stakeholder dialogue, and small-scale actions.
GLAD creates:
- spaces for exchange between partner countries on mechanisms for multi-actor and multi-level collaboration,
- international connectivity between practitioners, academics, social partners and CSOs,
- access to innovative practice being tested at country and international level,
- action-research to assess participatory governance mechanisms,
- action-learning to test small-scale partnership-based mechanisms and processes,
- platform for the dissemination of information and practice
from the EU and the global community.
