A study of good practice in the application of territorial governance tools to VET in Israel, undertaken as part of the Entrepreneurial Communities initiative.

Short description:

In 2013, as part of its work on multilevel VET governance, the ETF launched its Entrepreneurial Communities Initiative to identify and acknowledge local partnerships that foster skills, entrepreneurship and job creation. The goal was to explore and learn from examples in partner countries, in order to understand how these partnerships are formed, the impact they can have on communities and how they can inform VET policy.

In Israel the national government has recognised the benefits of multilevel governance and is providing the space for entrepreneurial communities and other local actors to contribute to the skills and employment policy cycle, from design to implementation. This report explains how a partnership was established with the aim of developing creative thinking and entrepreneurial skills among the students of the Hadera multi-disciplinary school and thus encouraging young people to stay in the city.

The initiative is led by an NGO called the Amal Educational Network, which established an Entrepreneurship Centre at the Hadera high school. Parents are active partners in this initiative, connecting the Centre to local businesses, as are a number of multinational corporations that donate the time and energy of senior officials and provide funding for the activities of the Centre. The Centre is attended by students aged between 15 and 18, who develop their ideas through the entire business cycle, from idea generation to production, marketing and sales. They work on topics arising in the context of collaboration between the Centre and the local kindergarten, which works with children who have special needs. Students or groups of students study the particular needs and problems of the kindergarten children and develop external medical aids with the help of the Biomed group or applications for tablet computers in collaboration with iDigital and IBM.
