Regional VET Councils in Ukraine: A Proposal for Organisational and Functional-Methodological Guidelines

Published in November 2017, this report refers to the introduction of VET Councils as instruments for the multilevel governance of VET in Ukraine.

Short description:

This report was carried out by the ETF to support dialogue on VET reform in Ukraine. It examines a wide range of issues relevant to the creation of VET councils in Ukraine, that is:

  •        the nature, mission and mandates of VET Councils;
  •        the functioning and organisation of the work of VET Councils;
  •        the membership of VET Councils;
  •        provisions for the good governance of VET Councils;
  •        regulatory provisions for the setting up of VET Councils.

The text also looks at a range of case studies concerning the organisation of VET Councils in countries that are in some sense comparable to the case of Ukraine, and describes how they differ in terms of practice and regulatory provisions. The countries covered in the case studies include Kazakhstan, France, Italy and Slovakia, with the report examining how VET Councils have been set up in these countries and the reasoning behind the choices made. Finally, it lays out options and recommendations for the case of Ukraine.
