Issued in advance of an ETF-organised policy-learning workshop, this concept note and agenda explores the impact of decentralisation on VET governance arrangements and the possibilities this creates for the introduction of governance reforms. The reforms in this context are those that have the potential to improve the relevance and effectiveness of VET services at the regional and local level, create new opportunities for VET financing, and provide an environment conducive to innovation in programmes to support skills and employment.

The document examines how the decentralisation or regionalisation of VET is becoming an important reform path to ensure that investment in skills and delivery of VET policies align more effectively with local labour markets and that the VET system anticipates as far as possible the drivers of economic growth and competitiveness. It further explores how the ‘vertical’ devolution of roles and responsibilities in VET appears in parallel with a ‘horizontal’ sharing of power between government actors and VET service providers, on one side, and social partners and the private sector, on the other. The text looks at the need for introducing new mechanisms for consultation with stakeholders and new decision-making processes, as part of a larger programme of reforms. The role of good planning and management is emphasised, along with the need to apply good practice in change management and avoid risks related to moving ahead too quickly or underestimating the preparation required for the successful management of reform programmes that are comprehensive and far-reaching in nature. The workshop drew upon case studies of relevant governance reform programmes in Morocco, Tunisia, Ukraine and Bosnia-Herzegovina. The goal was to describe and analyse these experiences, identifying lessons that could be learned and capturing insights into how to increase the subsidiarity of VET policy and delivery in ETF partner countries. The workshop results and recommendations are summarised and presented in a separate document.
