PRIME Ukraine. Optimisation of the Network of Vocational Education and Training Providers in Ukraine: Assessment of Options for Policy Action
This 2016 assessment of policy options for optimising regional VET-school networks in Ukraine provides an illustration of a tool for territorial VET governance called PRIME.
Short description:
This input into the VET policy-making process in Ukraine was provided as support for the drafting of the new law on VET in the country. It was carried out using an ETF methodology called PRIME, which stands for Projecting Reform Impact in Vocational Education. This tool is intended to help ETF partner countries choose policy actions which have a reasonable chance of success in reaching their strategic goals. It builds upon the Torino Process and the follows its four principles of ownership and participation, along with the adoption of a holistic, evidence-based approach. A PRIME initiative is led by a national coordinating institution with technical support from the ETF. It delivers an overview of the advantages and disadvantages of policy and supplies evidence based on the implementation of those options in other countries that can be used to support policy-related decision making and communication with beneficiaries, stakeholders and donors.
The methodology is implemented in three phases.

Phase I Analysis: The options and the criteria for assessing them are agreed.

Phase II Assessment: Evidence is collected and the options are assessed against the criteria.

Phase III Validation: The results and recommendations are discussed with all the stakeholders.
The use of the PRIME methodology can also be seen as a long-term capacity-building measure whereby the practice of ex-ante impact assessment is introduced as a systematic approach to improving public management and the predictability of results.
In this sense, the report provides a set of key inputs into the process of drafting the new law on VET education and serves as a series of pilot projects on ‘ex-ante impact assessment’ related to the optimisation of regional VET networks for the three regions of Kyiv, Dnipropetrovsk and Vinnitsa.
