Today we launched ETF’s Online Job Vacancy dashboards for Serbia, marking an important step in using big data to strengthen labour market and skills intelligence.
The webinar introduced Serbian stakeholders to ETF’s methodology and initial dashboard findings, while opening a discussion on how online job vacancy data can complement traditional labour market information with more timely and granular insights.
This is particularly relevant in Serbia, where demographic change, labour shortages and a largely digital recruitment market make OJV data a promising source for understanding demand for occupations and skills. Serbia results as second in Europe for digital government maturity. And it is already a fact that 95% of young people look for jobs through online vacancies. Interesting to learn from the OJV dashboard that, for example, for software developers - a upper secondary level education and 2-4 years of experience are the 2 main criteria requested by employers. Lightcast explained what data exactly and how has been collected and analysed for Serbia.
There was a joint reflection on how the dashboard could be used. Participants highly welcomed the Dashboard and said to be ready to use it, especially by the Public Employment Offices, statistical offices, Qualifications Agency, Ministry of Labour. Moreover, the Office of Dual Education, Institute of Statistics and social partners support this ETF initiative.
ETF will continue its support to the National Working Group on ESCO in Serbia as well as find further synergies, i.e. integrating the dashboard to the national dashboards, developing solutions such as updating qualification standards; address machine learning…. All this by including also the Digital Serbia Initiative, Adult Learning providers, Sector Skills Councils. Great interest towards the experience of other countries in using this kind of Dashboard.
Participants, representing Serbian key stakeholders, EUD, DG EMPL, DG EAC also discussed the importance of stakeholder feedback to validate findings, interpret results responsibly and identify practical use cases for policy and institutions.
The next step will be an on-site country workshop in October to review the findings in more depth and explore synergies with existing labour market, education and skills intelligence data.
Many thanks to all colleagues and partners involved in taking this work forward! Special thanks to Laura Veza-Visan (ETF) Gordon Purvis (ETF) for moderating the discussions!
