IMMIGRATION: A MORE ACCURATE ASSESSMENT OF PROFESSIONAL SKILLS FOR A BETTER SOCIAL, WORK AND CULTURAL INTEGRATION. DEVELOPING THE CONCEPT OF VOCATIONAL PREPARATION.
It is often the case, in countries where there are major incoming migratory phenomena and particularly in Europe in the last fifteen years, that people who arrive find themselves in a country where, for various reasons, it is difficult to validate the professional qualifications obtained in the country of origin. It can therefore...
Dear Marta,
Thank you for this very interesting entry dealing with one of the key issues for labour market integration of migrants and even more refugees: that of skills assesment,a validation and recognition. It shows with a concrete exemple how European cooperation projects can be focused in solving common challenges, in this case to the benefit of third country immigrants arriving to the EU Member States....and of their labour markets. I would pose a few questions raised by your presentation:
- Has the BvB Migration Plus approach been already tested? (and if so, where and with how many beneficiaries, what have been the results?
- If not, and it is still a project ot be implemented, is it inspired in any former experience? If so, which ones?
- Since you refer to the work of ETF, do you integrate in some way VET authorities or institutions in countries of origin into the project?
- And employers? How? (since you aim to develop demand-oriented qualification modules, employers play of course an important role)
- What are the "five vocational sector-specific qualification modules for vocational preparation and two demand-oriented qualification modules" that you have developed or are developing?
- How do you link the qualification module with the skills assesment and validation process?
I am sure all the skills and migration community will be very interested in the answers and the outcomes of your project.
Dear Ivan,
Thanks a lot for your interest. Sorry for the delay, but we are in difficult days and a lot of work with last call.
Please, find below my answers
- Has the BvB Migration Plus approach been already tested? (and if so, where and with how many beneficiaries, what have been the results?
The BvB Migration Plus approach is currently in the testing phase from February 2020 to December 2020 in the following countries: Germany, Spain, Italy, United Kingdom, Austria, Bulgaria and Slovenia having approximately 3 schools or associations serving the target group.
We cannot publish the results since the project has not been finished yet
- If not, and it is still a project ot be implemented, is it inspired in any former experience? If so, which ones?
You can find previous information at this link www.boqua.eu
- Since you refer to the work of ETF, do you integrate in some way VET authorities or institutions in countries of origin into the project?
VET authorities and institutions in countries of origin are included and they are the ones who will be implementing and using the project results for the benefit of the target group of young migrants and refugees.
- And employers? How? (since you aim to develop demand-oriented qualification modules, employers play of course an important role)
Not for the moment, because is VOCATIONAL PREPARATION, previous to professional formation, those who have to impart the modules and detect the vocation are the employees of the schools and institutions. Even though the final objective is the young migrants and refugees
• Secondary school teachers
• Trainers working with young refugees
• Trainers working with young immigrants
• Experts in youth employment guidance
• Consultants
- What are the "five vocational sector-specific qualification modules for vocational preparation and two demand-oriented qualification modules" that you have developed or are developing?
The 5 vocational qualification modules are:
• industrial-technical -
• craft
• commerce
• service
• green/environmental
The 2 demand-oriented qualification modules are:
• Social competences I
• Social competences II
2. Qualification-concept for experts, to improve trainer, social worker and others working with above mentioned youngsters in preparing them for apprenticeship
Also we devolved:
Concept of measures for vocational preparation for youngsters with any emigrational background
• 5 Fields of vocation related qualification modules
• 2 additional qualification modules to achieve missing social competencies and skills
• •Qualification concept for experts doing the vocational preparation
• •Good-practice guideline for supporting the target group in integration into apprenticeship
• •Guideline for implementation of the measures
• •Assessment-instrument to evaluate the maturity to apprenticeship
- How do you link the qualification module with the skills assesment and validation process?
We are working more about how the qualification module also includes a process of skills assessment and validation. In other words, we have a qualification module, we give some competences and now, we will work on how do we asses these competences and how do we validate the learning outcomes.
My best
