Hi, I am Maher Alrez from Syria.
I have 25 years of experience in management that require coordination between public, private sector, civil society & international organizations. More than 20 years of that are in planning, develop, coordinate, implement & monitor Development project (activities, budget, and project documentation).
During that I led & coordinated the design of human development reform strategy & urban sector in 9th, 10th & 11th Five Year Syrian Plan through my work in the Planning and International Cooperation Commission, and I had a key role in preparing and implementing the economic reform program through my work in the office of the Deputy Prime Minister for Economic Affairs.
Letter on during the Syrian crisis I had worked essential role in spatial & urban planning through my work in Regional Planning Commission, that made me in contact & exchange experiences with several international experiences in the field of urban planning such as Egypt, Lebanon, Kuwait, Iraq, Rwanda & Indonesia. In addition, an essential consultant (as a Coordinator for Governance Decentralization sub sector) in human development & Decentralization in the framework of ESCWA program, the National Agenda for the Future of Syria (NAFS). Then I was a consultant with UNICEF to support its files in Ministry of Social Affairs and Labour, and one of the most important duty is coordinating between the Ministry, UNICEF and other UN agencies, and civil society, in social protection.
Without forgetting my contribution to capacity building through teaching and training, where I worked as Part time teacher at Higher Institute of Regional Planning and Arab International Private University, and a certified trainer to the European Institute for Cooperation and Development (IECD) in the field of management, project life cycle, project financing and impact assessment especially for international cooperation projects
Now in addition to my work as freelance expert and consultant in the field of development and planning, I am Project Manager of the Technical and Vocational Education and Training project (TVET) for the European Institute for Cooperation and Development Organization (IECD)-Syria.
creation of employer-based and employer -led sectoral skills bodies is the most functional solution. In Germany, the Chambers of Commerce and Industries play the role whereas in UK and in Commonwealth countries the sectoral skills bodies have been established to enable regular systematic and standardized employer engagement in skills development with a core mandate for development of apprenticeships frameworks , in Germany dual education.
Constructive collaboration of the Stakeholders plays a great role in establishing the right VET system. In such a country where the new reform circulation restarted on this sphere, it might be a new opportunity for us to call all specialists to create their business, private colleges, or even open their representatives here in the country.
