The ETF has developed a methodology to help anchor smart specialisation strategies in a realistic supply of relevant skills.

The key starting point for the ETF methodology is the national smart specialisation process, conducted in line with the JRC methodology. The ETF methodology enriches the analysis by exploring the implications of economic prioritisation for VET and skills.

The ETF methodological approach includes building partnership for responding to emerging skills needs. This opens pathways for focused VET excellence to flexibly supply relevant human capital and workforce retraining for the private sector at regional level - for higher productivity and potential for innovation.

The methodology has been tested in at national level in Montenegro and Moldova - and at regional level in Ukraine.
