Qualifications frameworks and databases

 

Transparency of qualifications, trust for end-users, facilitation of recognition of qualifications, mobility of learners and workers has been among the top priorities of qualifications framework development across the world.

An increasing and substantial body of knowledge from the experience of national qualifications frameworks (NQFs) and their operational instruments as well as from research and evaluations of qualifications frameworks (national and regional) from around the world provides insights to professionals, policy makers and stakeholders engaged in developing, reviewing and implementing qualifications frameworks – national, sectoral and regional (transnational).

The joint efforts of specialized bodies – UNESCO, CEDEFOP and ETF – contribute periodically to monitor NQF developments and emerging trends. The Global Inventory of Qualifications Frameworks, updated every two years, combines country fiches with thematic analysis. (UNESCO, ETF, CEDEFOP, 2017, 2019).

The European Qualifications Framework (EQF) has its own annual inventory, carried out by Cedefop with ETF cooperation. These analyses point to areas where NQFs are making a positive difference, as well as to challenges and areas requiring further effort from leading institutions and stakeholders.
