Policy Briefing: Strengthening Good Multilevel Governance for Attractive and Innovative Vocational Education and Training (VET) in ETF Partner Countries

Short description:

This policy brief describes the motivation for the multilevel governance approach in VET and provides a summary of what has been learned so far based on the experience of EU member states. It describes the principle of subsidiarity, in particular how this creates a need for good multilevel governance in VET, and how the response to this need is provided by vertical and horizontal mechanisms for coordination and collaboration.

The brief further explains how these structures arise in EU VET systems at the international level, at the national and sectoral levels and at the sub-national regional and local levels, as well as at the level of the VET institutions.

The main characteristics of good multilevel governance are detailed, as well as the progress made in ETF partner countries in the period 2011 to 2017. This is illustrated with reference to examples from Albania, Jordan, Kazakhstan, Moldova, Morocco, Serbia, Tunisia and Ukraine.
