Chernihiv Center for Vocational and Technical Education

The Communal Institution “Chernihiv Center for Vocational and Technical Education” of the Chernihiv Regional Council is a vocational education institution of the third accreditation level that provides training for skilled workers in the fields of hospitality, food service, retail, and bakery production. The mission of the institution is to provide high-quality vocational education that responds to labour market needs, develops both professional and key competences of vocational learners, and creates opportunities for professional development, reskilling, and upskilling throughout life. The vision of the institution is to become a Centre of Vocational Excellence that brings together education providers, businesses, local communities, public authorities, and international partners around the common goal of preparing a skilled workforce, advancing vocational education, and strengthening the economic capacity of the region. The institution provides training in the following professions: Cook, Confectioner, Baker, Dough Maker, Waiter, Bartender, Food Products Salesperson, and Non-Food Products Salesperson. These professions correspond to the needs of the regional labour market in the fields of food production, hospitality, services, and retail. The educational process at the Chernihiv Center for Vocational and Technical Education is based on the integration of vocational-theoretical training, practical learning, and work on real-life production tasks. Practical training takes place in training workshops, the Culinary Hub, the training café-bar, the Restaurant Service Training and Practice Centre, and partner enterprises. This approach enables learners to acquire not only professional knowledge but also the practical experience required for successful employment in real working environments. The Chernihiv Center for Vocational and Technical Education actively develops partnerships with employers, restaurants, bakeries, retail businesses, local communities, employment services, educational institutions, and civil society organisations. Partners are involved in career guidance activities, practical training, mentoring, assessment of learning outcomes, and support for graduate employment. 

For the institution, transformation into a Centre of Vocational Excellence means moving beyond the provision of individual educational services towards becoming a regional hub for vocational education and training. Key priorities include the quality of educational programmes, practical training, cooperation with business, lifelong learning, digitalisation of educational and management processes, and the implementation of green approaches. The institution is building a regional vocational education ecosystem in which education providers, employers, local communities, public authorities, and international partners work together towards a shared goal – preparing specialists needed by the regional economy. This enables better alignment between education and labour market needs, improves the quality of practical training, and supports the professional development of both young people and adult learners. A distinctive area of activity is the Career Guidance Culinary Hub. It provides young people with opportunities not only to learn about professions in hospitality, food production, and retail, but also to experience them through practical activities, vocational try-outs, and direct interaction with employers. The Hub strengthens the connection between career guidance, practical learning, and the needs of local businesses. Participation in the ETF Network for Excellence offers the Chernihiv Center for Vocational and Technical Education an opportunity to become part of the European vocational excellence community, exchange experience with vocational education institutions from other countries, learn from established Centres of Vocational Excellence, and share its own experience in employer partnerships, practice-oriented learning, career guidance, digitalisation, and the development of vocational education at the regional level.
