In labour markets around the globe, employers struggle to find skilled workers while jobseekers struggle to access job opportunities. STEP – Skills, Training and Employment Partnerships bridges this gap through Work-Based Learning based on real vacancies.
Jobseekers are pre-selected and trained in essential 21st century workplace skills, after which employers provide hands-on company training supported by an individual training plan and coaching. During the training period (typically 4–6 months), participants receive a salary, while employers receive a temporary wage subsidy to support their training efforts. Successful training means a continued employment contract.
The result is a win–win: jobseekers gain real employment opportunities, employers build the skilled workforce they need to boost their business, labour markets become more inclusive and responsive
Originally developed in Palestine by the Palestinian Employment Fund (PEF) and Enabel, STEP has shown strong results: nearly 80% of participants were still employed six months after completion before the war, and STEP boasts over 50% retention rate even during the war.
