A new generation of center of vocational excellence in Morocco: An advanced PPP
The YEM delegation (SEMED region) has visited this Friday 4 October in Casablanca, ESITH a Textile, clothing and logistics school, where the concept of delegated management has been established in 1997. Today 16 VET schools follow this model, and more important, we learned that all the new skills cities (les cites de competences: a gathering of VET schools in a given territory in order to optimize resources and develop common services: Skills ecosystem for regional development) will also follow the same governance arrangement. The delegated management model consists on an advanced PPP where the state build and equip a VET center and provide the management to the employers association through a contract. These centers proved to be flexible in their “private” management, including teachers recruitment and development, and more efficient as per graduates placement (in general close to 100%) as well as per the high level of services provided to companies such as continuous training, technical assistance, laboratories, applied research etc. To be followed…
