Regional Qualifications Frameworks are linked with the developmental agendas of regional economic communities and of quality assurance networks. RQFs are associated with relevant qualifications supporting employability and opportunities for all including labour and learner mobility, and better access to quality education and lifelong learning. The number of RQFs around the globe is growing, in particular among middle- and low-income countries.

The current crisis is both a threat and an opportunity for RQFs. RQFs have a role to play in finding regional and global solutions to respond to the disruption caused by the COVID crisis and the transition to greener and more digital economies and societies

On 19 May, two webinars for RQFs from the Eastern and Western hemispheres involved participants from national and international organisations involved in 17 RQF initiatives and from 77 countries. RQFs build on a strong interaction of stakeholders and institutions in one specific world region, but global cooperation can make them stronger by finding common solutions to global challenges. Participants agreed that cooperation has to start immediately to enhance the capacities of RQF initiatives. The proposal is to work together online and seek new funding opportunities to support more in-depth cooperation.

The next steps that were proposed are

Create a common platform

ETF offers to host this platform here on Open Space until a more suitable platform is found

We can share information, ideas, tools and experiences

Create a Common Agenda for Cooperation

Many participants were interested to organise, contribute or participate in capacity building and peer learning activities. To facilitate the common agenda ETF created a calendar where you can insert activities that you plan to organise or to which you would like to contribute or participate

Develop Joint Projects

The EU as the largest donor organisation in the world has supported many countries and regions to modernise their qualification systems. EU Delegations might be able to provide information about reform projects. Erasmus+ is offering new global cooperation opportunities for developing RQFs or cooperation between RQFs under the VET Capacity Building strand in 2022. ETF plans to organise an information event about these possibilities by the end of this year.
