We are ready to share findings of the ETF survey on CSOs role in Human Capital Development (HCD) in the time of the pandemic. Implemented in November and December 2020 in Albania, Jordan, Serbia, Tajikistan, Ukraine, and Uzbekistan, the survey aimed to understand

How the reality of the CSOs has changed in the country since Covid -19 pandemic has started?  

The focus is on the CSOs capacity to mobilise resources, innovate and anticipate change. Organisational learning capacity, complementarity concerning local and national governments' action, and plans in HCD feature in the country stories.  Regarding the CSOs work in HCD, the survey focussed on:   

  • Skills development through non-formal and informal learning of young and adult people;   

  • Employment-related services that support the learning-employment link;   

  • Awareness-raising and advocacy on skills development and employment;   

  • Knowledge creation, utilisation and exchange on skills development and employment.   

The findings point out that because of the Covid-19 pandemic, the CSOs are revisiting their non-formal and informal learning activities and supporting employment as a way forward in the new reality. Fast-moving global developments and Covid-19 disruptions have forced CSOs to rapidly adapt their practices to stay closer than ever to local beneficiaries and to innovate in their services.  

In the next few weeks, we will be sharing the country findings, and the first cycle includes Albania, Jordan and Serbia.

Sharing of the research findings in #Albania with the Civil Society Organisations(CSOs) that participated in the survey, today 24/3 at 11.00 CET. In Albania, these CSOs direct most of their activities to groups of vulnerable #youth, and they see their work as effectively contributing to education, training and other forms of #learning.

CSOs that contribute to human capital development in #Serbia work predominantly for young people, often with disadvantaged background, and offer them non-formal learning and employment-related support. Through the Covid19 pandemic, they have learned to adjust activities to the new situation, and to start entirely new activities.
On 30/3/21, we reviewed the ETF survey results with Serbia’s CSOs and institutional stakeholders, and discussed how to foster #policydialogue on #lifelonglearning in the country.

We had an excellent discussion with CSOs and stakeholders in Jordan! Sharing the findings of the ETF survey on CSOs role in HCD, inspired a lot of insights on the role of CSOs in governance of HCD.

The findings indicate that the main Sustainable Development Goals (SDGs) supported by CSOs in Jordan are the SDG 8, SDG 10, SDG 5, and SDG 4. The main beneficiary groups of CSOs activities are women and young people. The main content of the activities related to HCD is Skills needs analyses.

Our discussion confirmed that to further enhance the contribution of CSOs to the HCD policy cycle, it is necessary to raise awareness about the added value that CSOs bring to the HCD policy dialogue.

The survey results also shared with CSOs and national stakeholders in #Ukraine!
By helping to develop #keycompetences and other skills of both young and adult people, the Ukrainian CSOs play a clear role in #lifelonglearning.
The pandemic crisis has partly affected the CSOs action, for example with regard to informal learning. This period has also brought new #capacity, including how to innovate activities and to motivate staff members and volunteers.
In Ukraine, the CSOs take part in #policydialogue more often than in other countries.

The survey results also integrated the feedback from the beneficiaries. Among the reasons why to recommend the trainings, consulting or support from the Ukraine CSOs to others, the beneficiaries named the following ones:
1. high-quality training, which is free of charge;
2. few organisations provide an equally wide range of vocational training courses with individual approach to the job search process;
3. the opportunity to find new contacts, to obtain new knowledge, and to receive support;
4. Hope in the time of COVID 19.
