In the time of the pandemic, the CSOs are reshaping the way forward how to adapt to the new reality. Fast-moving global developments and Covid-19 disruption have forced CSOs to innovate rapidly, to adapt their services and stay closer than ever to local beneficiaries.  

The ETF started to appraise the role of CSOs in Human Capital Development (HCD) back in 2015. Since then, we see a series of drivers coming together, and momentum is growing to open new opportunities for CSOs role in HCD sector in our partner countries.  

The voice and actions of CSOs in HCD as monitors, advocates, partners in national and local policy dialogue, can improve accountability, transparency, public knowledge, and participation. CSOs can play a crucial role in improving the quality and effectiveness of public policies in HCD and promoting appropriate resources management.  

To understand better these and get deeper insights about the role of CSOs in HCD in time of Covid- 19 pandemic, the critical methodological tool for ETF research is the survey. The key focus is on: How do CSOs contribute to successful Human Capital Development? Have the CSOs changed their activities in HCD due to the Covid-19 ?  

In November and December 2020, the survey is conducted in Albania, Jordan, Serbia, Tajikistan, Ukraine, and Uzbekistan.  

The ETF will use the survey results to advocate the recognition of the role that CSOs play in the development of human capital, more specifically in the non-formal and informal skills development and support to employment.

Yes Siria, indeed! We are excited to discuss on 3rd December 2020 the outcomes of the CSOs survey in Human Capital Development in Covid-19 time. Voices of CSOs matter so much at local level, they know how to move forward the HCD agenda in a time of disruption.

Good exchange among CSOs today ! a lot in common but also differences between countries.

CSOs in #Jordan usually work with young and adult people almost in the same proportion, but during the Covid crisis the priority shifted to the young population. In #Serbia, CSOs tend to work more with young people and they continue to concentrate on youth also during the Covid crisis.
In #Albania, the Covid pandemic resulted in changing both the activities and the beneficiaries of these activitites, whereas in #Uzbekistan the main changes were noted in the activities.

Also all the CSOs in the survey are planning to engage more in non-formal and informal learning and support to employment in future. More findings with the final reports.

The meeting confirmed that there is a vast diversity of CSOs contribution to HCD in a time of Covid-19.
Human Capital Development involves many actors - governments, social partners, CSOs, expert organisations, and the learners themselves. The learners have a great diversity of needs, which require diverse responses through formal, non-formal, and informal types of learning.
Voices and actions of CSOs in HCD are critical in a fast-changing society. Jointly in our working groups, we unpacked many ideas. We look forward to continuing our discussion.
How can ETF help to advocate the recognition of the role that CSOs play in the field of skills development and employment?

Today we received very good news from Ukraine! Thanks to CSOs for taking part in the ETF very special SURVEY- to unpacking the contribution CSOs make to the development of Human Capital in Ukraine. We continue with the analyses of the feedback received from Ukraine CSOs. Voices of CSOs in HCD matter, and we look forward to know more how this is achieved in Ukraine.

Dear Margareta, glad to see this work ongoing. Indeed, as mentioned above, CSOs can play a crucial role in improving the quality and effectiveness of public policies in HCD and promoting appropriate resources management. This was indeed part of the findings of the previous survey conducted by the ETF (prior the pandemic) on the role of CSOs in VET policy cycle, covering seven countries of the Southern and Eastern Mediterranean region. In the attached page there are some findings in a nutshell. Looking forward to the outcome of this current survey!

Dear Floriana, it is great that you shared this very interesting infographic! The role of CSOs in HCD policy dialogue needs to be explored further.
The ETF survey, Section C, aims to understand the CSO's dialogue with institutional stakeholders and policymakers. The section contains questions regarding the organization's participation in policy dialogue with institutional counterparts and the contribution to the HCD policy. This can broadly cover strategy formulation and policy design, budgeting of programs and actions, implementation and monitoring, policy evaluation, and review.
We will soon be able to share more insights on these findings and capture experiences of CSOs on their impact on the HCD policy process and strategies.
