Challenge addressed
A key challenge addressed by this practice is the fragmented development of key competences in education and training. Digital skills, citizenship, sustainability, and entrepreneurship are often taught separately and in abstract ways, making it difficult for learners to transfer knowledge into real-life action and responsible leadership.
This challenge is particularly relevant in many ETF partner countries, including Uzbekistan, where education systems are transitioning towards competence-based approaches and stronger links between learning, community needs, and real-world application. In this context, the European Key Competences framework provides a shared reference that can support coherent reform, learner-centred design, and international comparability in an increasingly interconnected labour market.
The approach
The practice responds to this challenge by designing integrated, real-world learning experiences that combine multiple key competences within a single learning cycle. It brings together interviews with real practitioners, ethical and reflective use of AI, service-learning projects, and SCAFFOLD-based competence design to support meaningful and transferable learning.
What makes it innovative
The innovation lies not in the use of a single tool or methodology, but in the coherent integration of different approaches into one learning process.
Learners first collect authentic knowledge through interviews with community leaders, professionals, and activists. They then analyse this material using AI tools to identify patterns, values, and decision-making dilemmas. Finally, they translate these insights into service-learning projects addressing real social or environmental needs, such as biodiversity conservation, civic engagement, or digital inclusion.
Throughout the process, SCAFFOLD tools are used to align learning outcomes, activities, evidence, and reflection, making competence development visible, structured, and assessable.
Competences developed
The practice integrates several European Key Competences within the same learning experience:
- Citizenship, through civic engagement, community action, and ethical leadership;
- Green competence, through sustainability-focused projects and systems thinking;
- Digital and technology-based competences, through the responsible use of AI and digital collaboration;
- Entrepreneurship, through initiative-taking, problem-solving, and solution design;
- Personal, social and learning to learn competence, through reflection, teamwork, adaptability, and self-directed learning.
Role of educators and learners
The role of the teacher or trainer shifts from content delivery to learning designer, facilitator, and mentor. The educator structures the learning environment, ensures ethical and inclusive practice, supports reflection, and helps learners connect their experiences with competence development.
Learners, in turn, take active ownership of the learning process, moving from receiving knowledge to investigating, analysing, creating, acting, and reflecting.
Learning and assessment
Learning activities include interviews, collaborative analysis, project design, community-based action, peer feedback, and reflective self-assessment.
Assessment is competence-based and evidence-driven, relying on learning artefacts, reflective narratives, and project outcomes rather than tests alone. This allows learners to demonstrate not only what they know, but also how they apply knowledge, make decisions, collaborate, and respond to real-world challenges.
Results and impact
Across multiple implementations in higher education and non-formal learning contexts, learners have consistently demonstrated:
- increased engagement and ownership of learning;
- stronger ability to apply digital, civic, and sustainability competences in real-life situations;
- greater agency and sense of responsibility;
- improved transfer of competences from learning to practice; and
- a deeper understanding of leadership as a civic and ethical practice.
Transferability and potential for replication
The practice has strong potential for replication because it is method-driven rather than context-dependent. It can be adapted across formal, non-formal, and adult learning settings, different disciplines, and different countries.
Its reliance on accessible digital tools, open frameworks, authentic community engagement, and a transferable competence-design methodology makes it particularly suitable for contexts seeking to strengthen competence-based education and align learning more closely with societal and labour-market needs.
