In the past decade, Estonia has developed and finetuned OSKA, one of the most advanced skills forecasting systems in Europe. The OSKA forecasting system produces projections of the need for the labour force and skills in all fields of the Estonian economy and compares these to the education and training offered by higher and vocational education institutions and continuing education courses. OSKA data is integrated into the development of both active and passive labour market policies with impressive results.
Six experts from the Skill Lab Network of Experts had the opportunity to attend the peer visit, which addressed how skills anticipation data has been developed to ensure that the scale of any skill mismatches which might occur as a consequence of the green and digital transitions are minimised. The main focus of the visit was the OSKA forecasting system, but participants also heard from other actors engaged in OSKA, such as the Ministry of Economic Affairs, Eesti Statistika (National Statistical Office) and Eesti Tootukassa (public employment service).
