The Finnish Labour Market and Skills Intelligence model is regarded as one of the most advanced in Europe. It is well-established, with a clear governance structure that integrates both national and local institutions. The results of its skills analysis and forecasting are closely linked to policymaking, and an institutional mechanism ensures the involvement of societal stakeholders within the ecosystem.
The peer visit, taking place from 15 to 18 September, provided an insight into the key actors within Finland’s Labour Market and Skills Intelligence system, its defining characteristics, and the functioning of its main skills forecasting and foresight exercises. Participants explored how these elements inform policymaking in education and employment. The visit examined both national and regional systems, with a particular focus on their integration and coordination.
