Invitation to the online event "The Union of Skills: what implications for the governance of skills systems?"
The event is organised by the Governance Learning, Action and Dialogues (GLAD) network of the European Training Foundation (ETF).
The meeting will take place on the 21st of October 2025, from 11:00 to 12:30 CEST.

Agenda and Speakers
In March 2025, the European Commission launched the Union of Skills to strengthen country-wide implementation of skills-for-all policies, and to highlight that continuous skills development is an investment rather than a cost.

Taking inspiration from the Union of Skills strategy, the webinar will explore what the governance of skills systems can do – among others: institutional arrangements that facilitate coordination and cooperation, participatory approaches that enable co-creation, financing mechanisms that encourage pooling of public and private resources – to advance continuous, inclusive and good quality skills development.
The speakers will offer different perspectives amid the common goals of strengthening policy, governance and financing frameworks that underpin skills systems: they will share experience and lessons from a European Union’s Partner Country and a Member State, and from the European Commission. The exchange will be enriched by all participants, who will be invited to bring EU and non-EU perspectives, to learn from successes and from outstanding challenges in revisiting governance arrangements in the skills policies.

The Governance Learning, Action and Dialogues (GLAD) network, launched by the European Training Foundation (ETF) in 2022, supports system-level reforms in vocational education and training (VET), lifelong learning (LLL) and labour market in the partner countries of the EU.
