VET AND SKILLS GOVERNANCE – COUNTRY PROGRESS INDICATORS WITH QUALITATIVE EVALUATION FRAMEWORK
The definition of three Country Progress Indicators for use in the cross-country comparison of VET governance systems
Short description:
This document is part of a system of ‘Country Progress Indicators’ (CPIs) that includes indicators relating to crucial areas of VET policies, such as quality assurance, qualifications, employability and so on.
The text defines the following three CPIs that refer to the multi-actor and multi-tiered nature of VET :
- GOV1 – Comprehensive vision for VET: This indicator captures the issue inter-governmental coordination, and coordination between governments and non-governmental actors, seen as a basis for comprehensive VET and skills visions and strategies.
 - GOV2 – Horizontal coordination mechanisms: This indicator refers to coordination and cooperation among actors at the same level in the governance hierarchy. It underlines the role of social partners and civil society in the social dialogue context.
 - GOV3 – Vertical coordination mechanisms: This indicator captures the vertical dimension of multilevel governance, addressing the linkages between higher and lower levels, from the supranational to the local.
