The Rapid Education sector Diagnosis (RED) methodology, developed by the European Training Foundation (ETF), serves a dual purpose:

  • Supporting EU Services: The primary objective of RED is to assist European Union (EU) services, particularly EU delegations (EUD) in partner countries (PC), in targeting their financial assistance to the education sector. It achieves this by conducting evidence-based policy dialogue and providing insights for effective allocation of resources.
  • Informing Policy-Makers: RED also helps country policy-makers, especially education ministers, identify critical issues within their education systems. These diagnostics are an important tool for sector planning, including for the work on strategies, and priority programmes. They provide information on sector challenges and are also a good basis for sector dialogue and the identification of potential areas to focus external technical and financial support.

By analysing data and qualitative evidence, RED offers recommendations for reforms, prioritising areas that require support and policy intervention.
