ICT Sector Skills Needs Analysis in Vojvodina, in a Multilevel Governance Perspective.

A case study of how effective social partnership can help to address the Human Resource Development (HRD) challenges of specific sectors at the local or regional level.

Short description:

This report addresses a number of issues of importance for VET reform in ETF partner countries. It describes an activity that was carried out in association with a mini-RIA, the purpose of which was to diagnose the reasons for slow progress in the execution of a major programme for VET reform in Serbia.

The activity consisted of a skills needs assessment carried out in collaboration with the Serbian Ministry of Education, Science and Technological Development and representatives of the ICT sector from the Autonomous Province of Vojvodina, as well as with local VET institutions. The work included gathering data from a survey of ICT companies operating in the region, with further insights gained from interviews, focus groups and workshops.

The exercise clarified the difficulties faced by employers and identified new ICT occupations required by the sector. In particular, it helped VET providers understand that skills gaps were not limited to technical areas such as programming and engineering, but included competences related to management, marketing, sales, communication and foreign languages. The exercise illustrated an approach that could be generalised and applied to other sectors and other regions.

This report gives a detailed description of the methods applied and the organisations involved. It describes the findings of the analysis and the follow-up actions needed to address the issue. Furthermore, the text provides a vivid illustration of the need for coordination between state-level actors at the national, regional and local level, as well as the importance of collaboration between the state and the private sector.

The exercise demonstrated how social partners can play an important role in providing inputs into VET policy. It helped local VET actors understand the need to engage proactively with social partners, sometimes on an ad-hoc basis, within the logic of good territorial governance of VET.
