Bosnia-Herzegovina Vision for Skills 2020
This report describes how the ETF model for developing a Foresight-based vision and roadmap for reform of the Human Resource Development (HRD) sector was applied to the case of Bosnia-Herzegovina.
Short description:
This is one of seven Foresight reports developed in the period 2013 to 2014 as part of the Future Frame initiative to support EU pre-accession countries preparing for the 2014–2020 funding cycle of the Instrument for Pre-Accession.
In each of those seven countries a Foresight approach was used to develop a vision and roadmap. Further support for the implementation of the roadmap was provided by a Review of Institutional Arrangements (RIA) and the establishment of a process for Monitoring and Assessment, as well as the organisation of regional collaboration workshops for peer-to-peer learning on issues related to the implementation of the HRD reform agendas.
The case of Bosnia-Herzegovina closely followed the standard model of the ETF for developing the vision and roadmap for HRD reform, as presented in the VET Governance Toolkit. A point of interest in the case of Bosnia-Herzegovina was the need for greater effort and a longer, more complex pre-Foresight phase to set up and prepare for the Foresight process. This extra preparation was necessary due to the complexity of Bosnia-Herzegovina as a country, composed as it is of three independent entities with more than 100 ministries.
The Ministry for Civil Affairs took charge of drafting the final version of this document, ensuring that it had the support of all the relevant ministries of the three entities – the Federation of Bosnia-Herzegovina, Republika Srpska and Brčko District. The vision, roadmap and indicators were adopted in their entirety by the Council of Ministers in early 2015.
