3.2 Personal development budget for learners
Some countries are providing personal development budgets for individuals, to encourage adults to develop themselves during their working life and remain employable. Employed or unemployed people can use this personal budget for an education course, a training or skills development programme of their choice, for upskilling, or reskilling for a change of career or for personal development. The individual decides which training to follow, not the employer or employment agency. Two examples are France, which is reforming its CPF system (Compte Personnel de Formation); and the Netherlands, which is introducing the STAP budget (STimulans Arbeidsmarkt Positie). Both countries make a broad range of education and training programmes eligible, and people can sign up and find all the necessary information online. Individuals who follow education and training courses in this scheme are assessed and receive a certificate or qualification.
