Changing key competences require new roles for teachers
The following picture depicts some of the essential characteristics of the 21st-century educator. The competence framework for VET professionals was published in 2009, and summarised the main characteristics of modern VET teachers including training, development and quality assurance, and networking skills.

Teachers have to feel comfortable with their new roles, and with the move from a centralised curriculum that they are used to teaching in many partner countries to a decentralised, open curriculum that they have to shape. It is not just a question of shifting the task of curriculum design from the central to the school level. It also implies rethinking the curriculum, adapting it to the local context and the needs of learners, and making it more attractive and meaningful by introducing new pedagogies. This implies many changes occurring together, that cannot be forced on teachers.
