The Italian skills intelligence system has long faced challenges, largely due to the constitutional attribution of labour market policies, including skills intelligence initiatives, to regions and autonomous provinces. This has resulted in a proliferation of exercises that vary widely in methodology, frequency, time span, and territorial coverage. Furthermore, the Italian production structure, characterised by a predominance of micro, small, and medium-sized enterprises, adds complexity to skills anticipation, as both employers and workers often struggle to identify their training and skills needs.

Despite this, recent years have seen important developments, particularly with an increased level of coordination at the national level and the emergence of tools that integrate inputs from national, regional, and stakeholder-led initiatives. Much of this progress is due to the efforts of the National Institute for Public Policies Analysis (INAPP), which plays a pivotal role in fostering a more coherent and effective skills intelligence system.

The peer visit to Italy offered participants valuable insights into the structure and functioning Italian skills intelligence ecosystem, its actors and most relevant tools. A specific focus was placed on showcasing key strategies developed to overcome the abovementioned country’s structural limitations, serving as best practices for participants.
