The European Training Foundation (ETF) Torino Process assessment provides an external, forward-looking analysis of the country’s human capital development issues and VET policy responses in a lifelong learning perspective. It is based on evidence provided in the Serbia National Torino Process Report compiled in 2018-2019 using a standardised questionnaire (National Reporting Framework – NRF) and additional information sources, where relevant. 

The Torino Process is based on country ownership and the broad and open participation of stakeholders from the public and private sectors. At the heart of the Torino Process lies the regular monitoring of emerging challenges concerning skills development and vocational education and training policy in a lifelong learning perspective, which enables partner countries to assess impact and progress.
