On January 22nd, the ETF initiative Governance Learning, Action, Dialogues (GLAD) hosted an online meeting titled "Fostering partnerships for high-quality, inclusive, and excellent VET and LLL, including innovative models for collaboration and strategic partnerships development". 

The session brought together members of the GLAD Network to explore effective approaches for building strong, inclusive, and high-quality vocational education and lifelong learning (VET/LLL) systems through effective partnerships. 

Objectives of the meeting:

  • Showcase a best practice and experience from an ETF Partner Country – Ukraine
  • Facilitate peer learning, exchange of best practices.
  • Engage participants in an open discussion to exchange insights, explore opportunities for joint action, and design the paper that will summarise the GLAD Thematic Group work.

During the meeting, participants had the opportunity to hear from Oksana Rumovska, representing the Ministry of Education and Science of Ukraine, who delivered a presentation entitled “A Journey from Pilot Initiatives to Systemic Legislative Regulation: Formalising VET–Business Partnerships in Ukraine.” 

Ukraine is building a resilient VET ecosystem where  business is not just a guest, but a strategic partner  in decision-making and quality assurance. Together, we are creating a vocational education system that responds to market needs, empowers learners, and drives economic growth. This legislative framework represents not just reform, but a fundamental reimagining of how education and industry collaborate for national prosperity.

Excellent presentation and discussion! One of the remarkable innovations in the VET Law adopted by Ukraine in 2025 is the launch of Supervisory Boards in all major VET institutions, to embed business voices in governance structures nationwide.
