Legitimate governing institutions, well-functioning public administrations and effective governance frameworks are necessary to respond to crises, by ensuring preparedness and resilience - yet they are not self-sufficient. Turning sustainable policies and living into the “new normal” calls for joint ownership by governmental institutions and citizens.  

The discourse and action on sustainability should thus be driven by citizens too, in order to engage more and more people to support the ‘five Ps strategy’: People, Planet, Prosperity, Peace, and Partnerships. 

Education, training and lifelong learning underpin sustainable and equitable societies and contribute to the 5 Ps strategy. Their role in this context is manifold including:  

  • to foster skills and competencies for a sustainable future of the people and planet through good quality learning opportunities for all, where none is left behind;  

  • to strengthen capacities of the public administration, citizens’ associations and private sector; 

  • to underpin the governments and citizens’ engagements on the goals and action for sustainability; 

  • to feed the co-creation of policies and strategies for sustainability, by lowering the existing barriers to citizens’ participation.
