I am happy to see the end of ETF’s work this month, which started in June 2023 upon the request and agreement with EU Delegation to Rwanda. ETF conducted 3 background analyses for Rwanda: (i) Employment and skill needs analysis in the agricultural sector in Rwanda, (ii) Concept for Centres of Vocational Excellence for Rwanda, (iii) Gender analysis in HCD and agriculture in Rwanda – all used as inputs in the drafting stage of a new EU Programme to support TVET in Agriculture in Rwanda.
When the ETF’s background reports were presented and discussed in two workshops organised in Kigali in October 2023, it created a lot of interest on the government side for asking further ETF’s contributions. Although not planned in the beginning, the Rwandan government requested ETF (through EUD Rwanda): (i) the development of the CoVEs strategic policy, (ii) recommendations on the feasibility study of National Fund for Skills Development, (iii) organisation of a labour market training for the capacity building of relevant stakeholders for conducting similar sectoral analysis.
The ‘Employment and skill needs analysis in the agricultural sector in Rwanda’ took a broader value chain approach and assessed both skills supply and demand in the sector. This was a very interesting expertise work for ETF during which we learnt a lot, since the Rwandan context has been very different from that of our usual Partner Countries. The last activity was the design and delivery of 5 full-day training course in Kigali on 13-17 May 2024 for 25 public officials, who are the members of LMI Technical Working Group. Training was highly appreciated by the participants and our evaluation of training showed an increased level of knowledge after training. I am also attaching few photos from the training and workshops – it was a special experience for all of us in ETF.
