The ETF supports the five EU candidate countries participating in the monitoring process of the Osnabrück Declaration and of the EU Council Recommendation on Vocational Education and Training (VET) as per their official adoption in November 2020, and further agreements reached out in the latest ACVT and DGVT meetings during 2021 and 2022. These countries are Albania, Montenegro, North Macedonia, Serbia, and Türkiye.
The ETF regularly informs and involves the DGVT/ACVT representatives of these countries, with the support of national experts.

In 2022, the five candidate countries agreed on their National Implementation Plans (NIPs). You can find them here. The ETF published five country briefs to present an overview of the regulation and governance of VET in the countries, current reforms, national priorities and main developments relevant for the monitoring. You can find them under the ETF website country pages: Albania; Montenegro; North Macedonia; Serbia; Turkyie. In 2022, the ETF also organised three on-line events: on 20 January, on 23 March and on 16 November.
In 2023, the ETF monitored the countries' policy developments of 2021 and 2022, and organised two on-line events to present the monitoring findings: one on 25 May and one on 9 November.
The monitoring covered the EU priorities identified in the integrated monitoring framework, covering both the VET recommendation priorities and the OD objectives.

The country briefs summarising the main policy developments in 2023 are being validated by the countries' DGVTs.
