The main factor impeding the development of compatible and coordinated actions to reform and modernize the education system, as well as international comparative analysis, is the existing differences in the concepts, definitions and understanding of problems, which distorts the ideology and methodology of the Bologna process documents and the role of NQF.

Example: The Law of Ukraine of December 28, 2014 "On Higher Education" in Article 9 "Standards of Educational Activity" states: "Higher education standards are developed for each level of higher education within each specialty in accordance with the National Qualification Framework and are used to determine and evaluate quality content and the results of educational activities of higher education institutions (scientific institutions).
