QFof Estonia was one of the examples that Ukraine followed in creating its NQF in spite of the differences emerging from the scale of national labour markets.

Excluding VET, Ukrainian educational system is still at the stage as Arien Deij put it: "In the beginning this professional qualification system was completely parallel to the formal education system". So the role of certification according to the new NQF adopted 23.11.2011 is in the process of discussion. The National Register of Qualifications adopted in 2010 reflects the Soviet approach and ISCO-88, ignoring ISCO-8. In certifying quaifications it is important to distinguish between pofessional occupations (in most cases referred to as "regulated professions" or in ISCO-08 "professionals and managers"), semi-professional (technicians and candidates into professionals) and nonprofessional occupations (most of occupations in ISCO-08).

Elaboration of qualifications to be certified needs consideration of historical, cultural and other socail factors. For instance, the qualification of an educator. In Ukraine following the Soviet tradition there are no fully functioning professional bodies due to immense centralization of governance in the system of education and prevailing old stereotypes of "good governance". The political debate on higher (or more inclusively: tertiary) education is as intense as confrontation on "Maidan" (not yet as in Hrushevsky street near Lobanovsky stadium).

In Ukraine as well as in Kazakhastan and Russia the focus of the debate is on the introduced in new QF subdivision of PhD into 2 subcategories: candidates and doctors of sciences. The purpose of the subdivision is to enhance selection of genuine researchers though it may only formalise the practice of stagnating corruption when financial and power-linked advatages of a person predominantly determines the successful selection.

Thus the conclusion is: the best practice is to be followed in ideas or technology taking into consideration the variable and numerous local factors. 26.01.2014
