The Digital Needs Analysis Tool for Teachers (DNATT) pilot aims to develop and test a self-assessment process to identify and analyse the digital competences of teachers in five South Eastern Europe countries, to analyse current Continuing Professional Development (CPD) provision and needs to help inform the planning of future CPD. The survey made use of nationally representative samples to produce a national picture of the needs and competences.  Some 2964 teachers in 100 schools responded to the survey across five countries: Albania, Moldova, Montenegro, North Macedonia and Serbia.  Five draft national reports have been produced and a cross-country study that offers a regional picture of digital training needs and indicates which of these needs might be jointly addressed.  A draft methodological study is in preparation.  Ten school-level reports will be produced and shared with schools.

Early analysis shows that the five country average digital competence of teachers is ‘intermediate’ and falls between B1 and B2 on the DigiComp Edu scale. Teachers in the five countries perceive themselves as more competent in two areas - Area 5: Empowering learners and Area 6: Facilitating learner digital competence (in these two areas around 40% of teachers reached B2 and higher levels). On the other hand, more than 30% of teachers from the five countries self-assessed as beginners in Area 2: Digital resources, Area 3: Teaching and Learning, Area 4: Assessment and Area 5: Empowering learners.  Teachers were most likely to frequently use Virtual classroom software (65.8%) followed by Exchanging documents and text messages via social media (60%) and Synchronous video-communication tools (54.7%). More than 70% of teachers in the five countries report high or very high needs for CPD in the following competences: teaching and assessing at a distance; enabling students to use digital technologies for group work; teaching students to make responsible and critical use of digital technologies; making use of digital technologies to engage students actively in learning and making greater and more effective use of different digital technologies.

This project is being led by ETF working in partnership with the Education Reform Initiative of South Eastern Europe’s Teacher Education and Training Network (ERI SEE TET) and the EU’s Joint Research Council (JRC) and with education ministries and agencies in the five countries. It is an international collaboration through which experience and know-how can be shared and extended, creating solutions to common problems in the region and beyond.

This dissemination meeting will take place on 10th March.  It will bring together representatives from responsible Ministries and national agencies of the five participating countries: Albania, Montenegro, Moldova, North Macedonia and Serbia along with national and international experts who are supporting the work.
