The National Authority of Quality Assurance and Accreditation of Education (NAQAAE), in cooperation with the Workforce Improvement and Skill Enhancement (WISE) project1, held a series of extensive workshop to redevelop the accreditation standards of technical secondary education schools in Egypt.

The redevelopment of the national accreditation standards is, in one hand, mandatory by Law No (82) for the year 2006,  which gave NAQAAE the right to take the necessary measures and decisions to review and develop standards and indicators for measuring quality of education in coordination with all stakeholders and beneficiaries of the educational service. On the other hand, NAQAAE by-law stipulates that the standards shall be reviewed every five years at the most, or upon the request of the concerned authorities, ministries, or by the beneficiaries whenever necessary.

The vision of NAQAAE in re-developing the National Accreditation Standards of TVET Schools perceives "Accreditation" as a "facilitator", not an " impediment"; a "tool to reform" that help to adapt, change, align, and improve VET sector to meet the test of these demanding times.

This initial consultation process with experts and various groups of stakeholders provided the foundation for NAQAAE to develop a proposed scheme of accreditation standards that keeps the strengths identified in the current system, while addressing the challenges. In this regard, comprehensive discussions resulted in addressing new standards that covering previously missing areas, such as: Occupational health& safety,  Career guidance& counselling and transition to employment, Training, and Entrepreneurship. However, some of these aspects were embedded before in the old version of the accreditation standards, but in the new proposed model it has been elaborated and got focused to reflect the nature and privacy of TVET Sector and above that to act as a reform tool, where TVET schools shall adopt to achieve recognized results.

NAQAAE initial discussions regarding the redevelopment of accreditation standards began in May 2017 through a series of workshops and contributions from all stakeholders in TVET sector. An intensive study for the international experiences in developing accreditation standards and indicators for TVET sector has been implemented. The Board of Directors of NAQAAE  then issued a decision to form a committee for the redevelopment of standards of technical education.

To-date, The Committee has held three main meetings to discuss the proposed accreditation standards reform with nine components: Governance and Leadership, Resources and Facilities, Community Participation, Quality Assurance and Continues Improvement, Teaching, learning and Training, Student Support, Guidance, and Transition to Labour Market, Teacher/ Trainer, Evaluation of Student Achievements, Occupational Health & Safety.

The Committee is expected to finalize its work by next April and NAQAAE will then start the process of Judging the final proposal according to the rules set by its law.
