The Capacity Development is a second key pillar of the EaP education programme. It aims to provide targeted technical support to ministries of education based on the results of diagnostic assessments. The focus is on implementing specific recommendations and actions arising from the diagnostics.
The activities provide targeted technical support at central and possibly sub-national level on system challenges and bottlenecks identified through the diagnostic assessment. They embrace the following features:
- Deepening Analysis: The component allows for in-depth analysis in specific areas such as sector planning, financing, and governance. Capacity development can be offered in these domains—for instance, enhancing planning processes or monitoring sector performance during plan implementation. Additionally, a detailed examination of challenges related to sector financing and public financial management (PFM) is possible.
- Targeted Capacity Development: Technical support focuses on planning and governance functions within the Ministry of Education and sub-national education authorities. By addressing specific needs, we can enhance their effectiveness.
- Flexibility: While ideally linked to sector diagnostics, this component remains flexible. Even if a full diagnostic isn’t conducted, requests related to the action’s objective and aligned with the country’s strategic education reform agenda will be considered.
- Coordination with EU Delegations: Close coordination with EU Delegations ensures alignment with other EU-financed bilateral support efforts.
- Timebound and Strategic: The support provided is limited and strategically targeted. Future bilateral actions may extend it.
