Afpa is the leading provider of vocational training in France. As part of the public employment service, it works with national and local employment stakeholders. Created in 1949, Afpa was formerly an association before becoming a State-Owned Industrial and Commercial Institution under the supervision of the Ministry of Labour and the Ministry of the Budget. Afpa operates in three main sectors: construction, services and industry. It has continuously adapted to economic and social changes to remain aligned with labour market needs. Since 2018, Afpa has modernised its training offer by updating programmes, strengthening links with local ecosystems, adapting learning methods, and developing sector-specific pathways. It supports jobseekers and employees in gaining qualifications, reskilling and accessing employment. 

Afpa delivers public service missions under the supervision of the Ministry of Labour: qualification development (professional titles, certification and validation of prior learning), training for emerging skills, labour market analysis, and support for vulnerable groups including youth, refugees and jobseekers. Its International Cooperation Department develops partnerships and projects abroad in line with public service mandates. It collaborates with international stakeholders and participates in consortia to respond to calls for tenders, contributing to the design and delivery of large-scale vocational training programmes worldwide.
