While Morocco does not have an established VNFIL system and an operational legislative framework is also a future development, there are promising pilot approaches, islands of good practice and growing support among key national stakeholders that provide a good basis for growth.
Morocco identifying VNFIL development as an area of interest indicates a recognition of the benefits a VNFIL system would offer for the labour market and the workforce in terms of training, occupational mobility, access/return to the labour force. Harmonising current pockets of activities and operationalising a structured VNFIL system would benefit multiple sectors.
Although significant system developments are still forthcoming, so far two concepts for VNFIL have been developed: Morocco’s main VNFIL approach of validating occupational experiential learning (VAEP) is focused on the TVET sector and is currently limited to specific professions. While activities to date have been somewhat limited, the pilot is attracting attention from employers and other stakeholders. In the tertiary system, some progress is being made towards a VNFIL approach, similarly attracting key national stakeholders, indicating a clear desire for a systematic approach.
With the National Qualifications Framework (NQF) in a pre-operational stage and linkages to EQF in future development, it is not yet possible for Moroccans to obtain qualifications through VNFIL; however, this is an objective for the future.
While the early stages of VNFIL development means that significant amount of work is yet to be completed, including the harmonisation of existing pockets of good practice, this also facilitates a collective national discussion about the role and shape of Morocco’s VNFIL approaches. Furthermore, involving major national stakeholders in this policy dialogue also provides opportunity to clarify Morocco’s position on key VNFIL concepts, processes and procedures prior to their implementation. Involving representatives from multiple sectors in such developmental discussions would also serve as a vehicle to continue to raise awareness about the opportunities and benefits of VNFIL.
