ETF is today publishing it new ETF Toolkit “Qualification Systems – Getting Organised”. Many countries have difficulties to implement their qualifications reforms. They may adopt a NQF, start developing some new qualifications, but it is mainly progress on paper, with limited benefits for employers and individuals. ETF has identified four areas that are essential for implementing effective reforms. These include legislation, stakeholders engagement, institutions and quality assurance. We have analysed these four areas in partner countries and beyond and have developed a toolkit that use existing experiences and describe how countries can make progress. We have also developed self-assessment tools for each of these areas that can help colleagues to identify specific issues where they may need to focus on.

The toolkit will be presented and discussed at the Corporate Conference. The present version in English is still a working document as we would like to receive your feedback to produce an improved user-friendly version after the conference.

Translations in Russian and French are under preparation and will be released soon.

We are looking forward to get your feedback on this document (in the comments section below), that we hope can be used by you and ourselves in the on-going reforms of qualification systems in partner countries.
