The objective of this meeting is to look back at the 2023 and agree on the GLAD Network 2024 priorities together with the ways of achieving them.

Since the beginning, the GLAD (Governance Learning Action Dialogues) network has mainly been focussed on Learning and Dialogue to exchange practices, to create knowledge and implement governance based on a partnership across 18 online seminars organised since 2022.

In 2024, we are ready to give more space on Action by organising mutual learning, share of methodologies, providing resources such as expertise and advice, small-scale action research, peer-learning events to exchange information and practice from the EU and the global community.

For this, we invite to meet us on Tuesday, 20 February 2024 @11.00-12.00 CET – and let us know your view on GLAD’s next steps; what would be the most useful way to take forward governance in your country or region?

Our focus continues to be on:

Civil Society Organisations as important actors in lifelong learning. We will support the integration of CSOs in the Youth Guarantee implementation in the Western Balkans; carry out the CSO study in Georgia and follow-up on Adult Learning in 1-2 regions in Ukraine; and organise a joint discussion on Adult Learning and Lifelong Learning with the European Association for Education of Adults and DVV international in Brussels.

GLAD will also work in cooperation with social partners, mainly Unions and Business Representative Organisations, given that all stakeholders underlined the need to promote a stronger and renewed role for social dialogue in human capital development. We will encourage cooperation with civil society organisations.

Quality Assurance is essential in strengthening lifelong learning systems. Specifically, we will continue the peer learning and peer visits of the QA Forum.

Resilience has become a key feature of governance. We’ll share with you the key findings of our recent study of resilience in education, training and employment systems in Lebanon, Moldova, Palestine and Serbia.

Mutual learning remains central in GLAD! Online dialogues on participatory governance will continue by addressing the A=Action of the GLAD: how to improve governance in concrete terms – small but real changes country by country, and how GLAD can be more supportive for that, involving EU MSs (i.e. Twinning). Governance is needed to turn evidence into policies.
