The ETF hosted the international conference ‘Skills and qualifications - benefits for people’ in Torino on 6 and 7 November 2019.
Most ETF partner countries now have National Qualification Frameworks in place and are modernising their qualification systems. The conference looked at how countries’ reforms of their qualifications systems are shaping practices in curricula, learning and teaching, information about skills and qualifications and career guidance, to maximise the benefits of skills and qualifications for people, whether they are job seekers, employers, or anywhere on the labor market spectrum.

The event was built up around the new Toolkit and the Open Space that have been developed specifically for practitioners, and around the results of a call for examples of good practice that the ETF had made. The latter gave a whole 469 replies, mostly from ETF partner countries, painting an optimistic and comprehensive picture of what is happening on the ground in schools and training centres from Morocco to Tajikistan. A selection of them were presented as video cases, tied together with the event’s mantra:
“We are making it happen, so can you!”

“Are qualifications still relevant?”
ETF director Cesare Onestini asked the question rhetorically in his opening address to the 2019 conference ‘Skills & Qualifications: Benefits for People’.
One answer came from ETF Expert Mirjam de Jong in her presentation of the Toolkit:

Qualification frameworks have become mainstream in record time. The European Commission’s Alison Crabb reminded the audience that just ten years ago, at the establishment of the European Qualifications Framework, only three EU countries had a national qualifications framework. And change is not slowing down.
Throughout the 2 days of the conference, a multitude of answers took shape and were discussed on site and online in the days that followed. One forward-looking summary comes from ETF collaborator and coordinator of the Toolkit Ezri Cralebach:

“We can shape and reshape them [qualifications], but they are the international currency that allows us to talk the same language in the world of education and training.”
