VET in a time of crisis - can foundations be built for resilient VET systems?
A new OECD policy brief discusses this issue and may be useful for those who plan and work on the response to and recovery from the current crisis (see link at the bottom).
It argues that while in the short-term the crisis presents serious challenges for VET teachers, trainers and learners alike, the lockdown may ultimately result in stronger and more resilient VET systems - if the right choices are made today.
The paper examines the impact of the COVID-19 crisis, on VET systems, and provides many examples from OECD countries how VET systems are responding to the crisis.
For example, increasing the use of online and virtual platforms, training breaks or extensions, wage support for apprentice retention, leveraging links between work-based and school-based VET, flexible skills assessment and awarding of qualifications, retraining of re-deployed workers, informing and communicating with learners, providers and social partners.
Recommendations are provided to build tomorrow's strong and resilient VET systems. Among those, to engage with employers and trade unions, start planning today for changes in the labour market, provide financial assistance to VET systems and learners to undertake training in more future-proof sectors and occupations, to capitalise on the demand for digital, distance offering.
